Why are we Reactive not Proactive?

According to an exclusive, Missing link to mumbai terror, by TIMES NOW, "a Lashkar-e-Tayyeba (LeT) operative Fahim Ansari who was arrested in February 2008 in Uttar Pradesh on the suspicion of conducting a recce of south Mumbai had 9 maps which detail the plotting of the Mumbai terror attack."

This is certainly good progress by the police/investigation officer but, why have these maps come to light now when everything is over? Why couldn't we recover these maps earlier and try to stop these attacks?

It's a shame that we could not retrieve these maps earlier from a suspect, who has been under our custody for more than 9 months, and prevent this horrific incident. I fear may be the maps were recovered earlier by the ATS of UP and no action was taken and even if the ATS of UP forwarded their concerns to the Mumbai police, may be the Mumbai police just did not respond. When an intelligence bureau advisory can be ignored anything seems possible (Relevant Article).

I am using this incident as an example, but I truly believe that the policies of our country (political, economic, terrorism etc.) and most Indians as individuals are reactive and not proactive. We never plan upfront. Everyone is in a comfort zone (The "chal raha hai chalne do ..... jab kuch hoga dekhenge" attitude) and is happy to be there. Only when an external force disrupts our zone we react to what has happened and then we define a new comfort zone, and the cycle continues.

Maybe, I am being cynical and things aren't that bad. Do you think we as a nation are Reactive or Proactive? Please send in your comments, I would like hear your thoughts on this topic.

  1. A valid point but the devil would say that managing 1.2 billion people is not that easy. That said, its not a reason not to have basic structure in place to respond to such terrorist attacks. If we cannot preempt it, we should at least have a well oiled machinery to take care of it once shit happens.
